dbca error ORA-12560: TNS:protocol adapter error

ORA-12560 during database creation in Win Server 2008 64bit

I encountered the following error during creation of database in Windows Server 2008 64bit domain: ORA-12560: TNS:protocol adapter error

The version that I am using is Oracle Database 10.2.0.4

I found that this is a BUG 7263061.

For Oracle 10.2.0.4:
This issue has been resolved in the Oracle 10.2.0.4 Patch 14 patch.
Patch number 7677780 (MS Windows 32bit), or Patch number 7677781 (MS Windows 64bit (x64)).
NOTE: You will need to be at the 10.2.0.4 version, before applying this patch.

Or

Another Solution:
Install the Oracle Software on a Non-Controller machine.
You can demote the Controller machine to a Member machine.
Perform the install, create the database.
Once everything is installed and setup, you can promote the machine to a Controller.
Be aware, you may have to go through these sames steps if you want to create another Database.
